The tools of counting
Caste census in India were taken for first time in 1931 by British. Even today, these are the basis for our social economic and welfare policy. In 2011, general census did not take caste census and
SECC – socio economic caste census did not collect data effectively.
Importance of caste census for India.
- Land ownership significantly changed after independence.
- Decreased income from agriculture and ownership of land also reshaped economic situation across the caste.
- Demands for reservation are rising among social groups.
In this scenario, collecting data on castes in India is essential for our understanding of our society. New technologies like machine learning tools can be effectively used along with data available with state Governments to minimise errors.
A new vulnerability
The objective of cow vigilante groups is to perpetuate violence. Socio cultural aspects like food are considered as anti Hinduism to perpetuate violence. in this, Dalits and Muslims are equally affected.
Major reason for Indian partition was the perception of fear raised by Jinnah and colleagues sowing Hindu right as perpetrators of violence. It shallowed argument of Indian nationalist leaders that Muslims can enjoy all freedoms they enjoy in Pakistan In India. In this scenario, Hindu right perpetuating violence is reinventing old fears. Indian state need to take a stringent action.
For nutritional security
The UN’s state of food security and Nutrition in the world report has important pointers for achieve nutrition policy reform. Important are aways are
- The number of people facing hunger and poor nutrition is all time high even though number of malnourished children reduced in Number.
- Deprivation is greater among people living in conflict zones and areas affected due to climate change.
- Economic downturn, fall in commodity export revenues, failure in agriculture owing to drought and floods are all making food scarce and expensive for many.
For India, it is the time to diversify food choices under PDS system.
Saudi Arabia recently announced rise of crude output by million barrels/ day. But, OPEC did not give any commitment to that extent. Countries such as Iran oppose to any rise as their capacities are limited.
In this scenario, rising oil prices are affecting global economy and growth in oil dependant countries such as India.
Change perceptions in Jammu and Kashmir
Military and political actions apart, dealing with the psychological aspects of affected communities is critical.
An Ethnic and National conflicts entail two major aspects – socio political and socio psychological.
Socio political aspects involve issues such as land, natural resources, economic and political dominance. Socio psychological aspects in a community’s sense of identity and self perception. Its fears and sense of collective threats, perceived past and portal of its role in conflict etc.
This culture of conflict has collective memories and collective emotional orientation. These narratives are selective, biased and distorted as their major function is to satisfy the societal needs rather than provide an objective account of reality.
So, in Jammu and Kashmir, both the factors need to be taken in to account.
Other aspect that need to be focused is to have a ceasefire agreement with Pakistan in letter and spirit.
