Why in News?

The Environment Ministry has notified Environment Audit Rules, 2025, creating a new independent class of environment auditors. Accredited private agencies can now inspect projects for compliance with environmental laws, supplementing pollution control boards, and their audits can also support compliance with the Green Credit Rules.

Description:

Objective:

To establish a formal framework for environmental auditing across India, enhancing compliance monitoring and promoting ease of doing business.

Key Features:

  1. Environment Audit Designate Agency (EADA):
    1. Certification, registration, oversight, and training of auditors.
  2. Registered Environment Auditors (REAs):
    1. Only REAs can undertake environmental audits.
    1. Certification based on qualification & experience scrutiny or an exam.
    1. Auditors assigned randomly to ensure impartiality.
  3. Responsibilities of REAs:
    1. Sampling and analysis.
    1. Compensation calculation in environmental damage cases.
    1. Verification under Green Credit Rules.
    1. Audits under waste management rules and other environmental & forest laws.
  4. Two-Tiered Compliance System:
    1. Tier 1: Government regulator-based review (CPCB, SPCBs, MoEFCC regional offices).
    1. Tier 2: Independent auditor-based mechanism.
  5. Institutional Roles:
    1. MoEFCC: Overall implementation, framing guidelines.
    1. CPCB/SPCBs/Regional Offices: Continue inspection, verification, and assist MoEFCC in implementation.
  6. Oversight Mechanism:
    1. Steering Committee led by an Additional Secretary (MoEFCC) to monitor implementation and recommend reforms.
