Why in News?
Clashes erupted between supporters of the United People’s Party Liberal (UPPL) and the Bo-doland People’s Front (BPF) in Kokrajhar district of Assam’s Bodoland Territorial Region ahead of the September 22 BTC elections, leaving several people injured and vehicles damaged, heightening political tensions in the area.
Description:
Formation:
- Created under 6th Schedule of Indian Constitution.
- Based on 2003 Bodoland Peace Accord (Govt of India + Govt of Assam + BLTF).
- Strengthened by 2020 Bodoland Peace Agreement.
Geography:
- Covers ~9,000 sq. km.
- Districts: Kokrajhar, Chirang, Baksa, Udalguri.
- Location: North bank of Brahmaputra, foothills of Bhutan & Arunachal Pradesh.
Structure:
- 40 elected + 6 nominated members (by Governor).
- Speaker – presides over BTC.
- Chief Executive Member – heads executive committee.
Economy & Society:
- Agro-based economy; very low industrialization.
- One of India’s least developed zones.
Powers (from 6th Schedule + Peace Accords):
- Legislative + Executive authority in specified subjects.
- Can levy taxes/fees/tolls on:
- Land, buildings, vehicles, boats
- Goods, transport (ferry/bridge)
- Sanitation, employment, income
- Maintenance of schools & roads.
- Judicial: Can set up village courts (civil & criminal).
6th Schedule Areas:
- States: Assam, Meghalaya, Tripura, Mizoram.
- Provides for Autonomous District Councils (ADCs) with:
- Legislative, administrative, & financial powers.
- High Court jurisdiction.
- Some laws of Parliament/State apply with modifications/exemptions.
- BTC is the only 6th Schedule body in Assam created after an armed insurgency settlement (BLTF).
