Why in News?
The Vital Statistics of India 2023 report shows 2.52 crore births (slight decline) and 86.6 lakh deaths (marginal rise). It highlights sex ratio imbalances, institutional births at 74.7%, and varied state-wise birth registration levels.
Description:
- Established under the Registration of Births and Deaths (Amendment) Act, 2023, effective 1 October 2023.
- Implemented by the Office of the Registrar General of India (MHA).
- Mandates digital registration of all births and deaths through a centralised CRS portal.
Key Features:
- Digital Birth Certificates serve as valid proof of date and place of birth for passports, education, voter ID, etc.
- CRS database automatically updates National Population Register (NPR), ration cards, property registration, and electoral rolls.
- 23 States and 6 UTs have migrated; others must send data in real time (e.g. Tamil Nadu).
- NPR linkage: Built on data from 2010 and 2015, covering 119 crore residents.
