Why in News?
The UPSC has maintained status quo on the appointment of a new DGP/Head of Police Force for Tamil Nadu by rejecting the State’s objections to the shortlisted three IPS officers, reiterating its original panel despite the State’s representation.
Description:
Constitutional / Legal Basis:
- Supreme Court Prakash Singh vs Union of India (2006) → landmark judgement on Police Reforms.
- Ensures merit-based, transparent, minimum 2-year fixed tenure for DGPs.
Who appoints?
- The State Government appoints the DGP but appointments must follow UPSC consultation and SC guidelines.
Eligibility Criteria:
- Must be an IPS officer.
- Must have a minimum 25 years of service.
- Must be of rank ADG or above.
UPSC Role:
- UPSC prepares a panel of 3 eligible officers.
- Selection committee chaired by UPSC Chairman.
- The panel is sent to the State Government → State picks one among the three.
New Update:
- Centre has introduced “Single Window System” for appointing DGPs for uniformity & speed.
Other SC Directives (2006):
- Ban on Acting DGPs.
- Creation of State Security Commission.
- Formation of Police Establishment Board (PEB) for postings & transfers.
Purpose → To reduce political interference in police administration.
