Why in News?

India is set to become the first country in the Indian Ocean Region (IOR) to have over 100 “Tsunami-Ready” villages, under a community-based disaster preparedness certification programme aligned with UNESCO-IOC standards.

Description:

About the Tsunami-Ready Programme:

  • Tsunami-Ready: A certification recognising coastal communities that meet internationally defined preparedness benchmarks for tsunami and coastal hazards.
  • Nature: Voluntary, community-driven preparedness initiative
  • Origin: UNESCO-IOC global framework (IOC: Intergovernmental Oceanographic Commission).
  • Indian Coordinating Agency: Indian National Centre for Ocean Information Services (INCOIS), Hyderabad.
    • Operates Indian Tsunami Early Warning Centre (ITEWC)
    • Disseminates tsunami advisories across the Indian Ocean
  • State Governments & Local Bodies: Identification of vulnerable villages; on-ground implementation

Certification Criteria:

A village is certified “Tsunami-Ready” if it demonstrates:

  1. Tsunami hazard awareness among residents
  2. Clearly marked evacuation routes and safe shelters
  3. 24×7 access to official warning systems
  4. Community participation in mock drills
  5. Local preparedness plans integrated with district disaster management

(Certification awarded by UNESCO-IOC through national coordination)

Indian Coverage & Targets:

  • Existing certified villages: 24 (across Odisha districts)
  • New target: ~72 additional coastal villages
  • States/UTs involved: Odisha, Gujarat, Kerala, Andhra Pradesh, Andaman & Nicobar Islands
  • Timeline: By March–April 2026
  • Hazards Covered: Primarily Tsunamis and additional benefits include protection against Cyclones, Storm surges, Coastal flooding. (Enhances overall coastal disaster resilience)
