Why in News?
The Karnataka government has expressed its inclination to declare Tulu as the second official language of the State, subject to further study of models adopted by other States.
Description:
About Tulu Language:
- A Dravidian language spoken mainly in coastal Karnataka (Dakshina Kannada, Udupi) and parts of northern Kerala.
- Possesses a long literary and oral tradition (over 3,000 years as claimed in the debate).
- Has its own script (Tigalari), though Kannada script is commonly used today.
Article 345 – Official Language of a State: Article 345 empowers a State Legislature to adopt any one or more languages in use in the State, or Hindi, as the official language(s) for the purposes of that State, through a law.
Key Points:
- It applies only to States (not the Union).
- Gives complete discretion to the State Legislature.
- No upper limit on the number of official languages a State may have.
- Adoption is by law, not by executive order.
- Independent of the Eighth Schedule (a language need not be in the Eighth Schedule to be a State’s official language).
