What is a PHWR?

A Pressurised Heavy Water Reactor (PHWR) is a nuclear reactor that uses natural uranium as fuel and heavy water (D₂O) as both moderator and coolant.

Role of PHWRs in India’s Nuclear Strategy:

  • PHWRs generate Electricity (immediate output) and Plutonium-239 (strategic by-product)
  • Plutonium produced in PHWRs is essential input for Stage II (Fast Breeder Reactors).
  • Hence, PHWRs are the gateway to thorium utilisation.

Why Scaling Up PHWR Capacity Matters?

  • India’s domestic uranium availability is limited.
  • Earlier, PHWRs operated below optimal capacity due to fuel constraints.
  • With international uranium access, PHWRs can now operate at high-capacity utilisation (~90%).
  • Higher PHWR output → faster plutonium accumulationaccelerated transition to thorium cycle.

PHWRs and Thorium Transition:

  • Direct use of thorium without sufficient plutonium is counter-productive.
  • PHWR-generated plutonium enables Fast Breeder Reactors to produce U-233 and eventual deployment of thorium-based reactors (Stage III)
  • Thus, PHWR expansion shortens the time horizon for thorium-based nuclear power.

Advanced Fuel Options in PHWRs:

  • HALEU: High-Assay Low-Enriched Uranium (5–20% enriched uranium) can be used in PHWRs.
  • Benefits: Improved fuel burn-up, Lower overall fuel cost, Reduced natural uranium requirement
  • Enhances economic and operational efficiency of PHWRs.

  • PHWRs constitute the bulk of India’s installed nuclear capacity.
  • Central to Three-stage nuclear programme and long-term thorium-based energy independence
  • Enable a gradual, secure transition rather than disruptive change.
