Why in News?

The Election Commission of India (ECI) is conducting Special Intensive Revision (SIR) of electoral rolls in West Bengal, with around 6 lakh additional names likely to be removed due to discrepancies.

Description:

About Special Intensive Revision (SIR):

  • A focused revision of electoral rolls undertaken by the ECI.
  • Conducted when large-scale discrepancies, migration, duplication, or demographic changes are suspected.
  • Involves house-to-house verification and scrutiny of records.
  • Legal Basis: Section 21(3), Representation of the People Act, 1950 empowers the ECI to revise rolls “in such manner as it thinks fit.”

  • Election Commission of India (ECI)
  • Chief Electoral Officer (CEO)
  • Booth Level Officer (BLO): Grassroots official responsible for field verification and voter list updates.

Grounds for Deletion from Electoral Rolls: Death of elector, change of residence, Duplicate entries, Ineligibility under Representation of the People Act, 1950.
