Why in News?
The Government of Andhra Pradesh introduced a Draft Policy aimed at reversing the declining Total Fertility Rate (TFR) and managing demographic shifts.
Description:
Total Fertility Rate (TFR):
- Definition: The average number of children a woman is expected to have during her reproductive years (ages 15–49).
- Replacement Level Fertility: Set at 2.1 children per woman.
- Significance: This is the specific level required to ensure a stable population over time, assuming no migration occurs.
Key Policy Targets & Objectives:
- Total Fertility Rate (TFR) Goal: To raise the State’s current TFR of 1.5 to the optimal replacement level of 2.1.
- Effective Date: Targeted for implementation from April 1, 2026.
- Economic Objective: Double women’s participation in the labor force to boost the Gross State Domestic Product (GSDP) by 15%.
- Demographic Management: Preparing for an ageing society by 2047; currently, nearly 23% of the population is projected to be elderly if trends continue.
Incentives for the Third Child:
The government has proposed a “Poshana – Shiksha – Suraksha” package to encourage families to have a third child:
- Immediate Financial Aid: A one-time incentive of ₹25,000 paid at the time of delivery.
- Monthly Support: Monthly aid of ₹1,000 for a duration of five years.
- Educational Support: Provision of free education for the third child up to the age of 18.
Procedural Status: The draft policy document will be in the public domain for one month for deliberations before receiving its final shape.
