Justification for the Reversal:
The Rajasthan government cited decline in the Total Fertility Rate (TFR) in Rajasthan and improved grassroots awareness regarding family planning and reproductive health.
Judicial Position:
The constitutionality of such provisions was upheld by the Javed v. State of Haryana (2003), where the Supreme Court of India ruled that:
- The two-child norm does not violate fundamental rights.
- It is a reasonable measure to promote population control.
