Context:
The U.S. has decided not to extend the sanctions waiver related to Iran, affecting India’s involvement in the Chabahar Port project. India now faces a strategic choice between continuing engagement and risking sanctions or scaling back its role.
- Chabahar Port is located in southeastern Iran on the Gulf of Oman and provides India access to Afghanistan and Central Asia bypassing Pakistan.
- The project is part of India’s strategy to enhance regional connectivity and counter China’s influence, particularly China’s Gwadar Port in Pakistan.
- In 2016, India, Iran, and Afghanistan signed a trilateral agreement to develop Chabahar Port and related transit corridors.
- The port is linked to the International North-South Transport Corridor (INSTC), connecting India to Central Asia, Russia, and Europe.
- India Ports Global Limited (IPGL) is the Indian entity managing operations at the port.
- The U.S. imposed sanctions on Iran under its “maximum pressure” campaign, targeting Iran’s oil exports, banking, and infrastructure sectors.
- Because of bad relations between the United States and Iran, the U.S. has repeatedly imposed sanctions on Iran.
- When India started work on Chabahar, the U.S. gave a special waiver in 2018 so that the project could continue.
- These waivers were continued for some time, but now the U.S. has stopped extending them, creating uncertainty for India.
- A sanctions waiver is a temporary exemption allowing specific activities despite broader sanctions.
- Removal of the waiver exposes Indian entities to secondary sanctions, which penalize non-U.S. actors engaging with sanctioned countries.
