Context:
The process to select the next UN Secretary-General is underway, with candidates presenting their visions before the UN General Assembly. The UN Secretary General Selection comes at a time of global crises, making the leadership role crucial.
- The Secretary-General (SG) is the chief administrative officer of the UN as per Article 97 of the UN Charter.
- The SG is appointed by the UN General Assembly on the recommendation of the UN Security Council (UNSC).
- The UNSC has 15 members: 5 Permanent Members (USA, UK, Russia, China, France) with veto power, and 10 non-permanent members elected for 2-year terms.
- Any one of the P5 can block a candidate using veto, making UNSC recommendation decisive.
- The General Assembly (193 members) formally appoints the SG by majority vote.
- Traditionally, the SG serves a 5-year term, renewable once.
- There is an informal regional rotation system among continents (Africa, Asia-Pacific, Latin America, Western Europe, Eastern Europe).
- The SG acts as a global diplomat, mediator, and spokesperson, using “good offices” for conflict resolution.
