Context:
The Union Government has allocated ₹4,900 crore to Arunachal Pradesh under the “Pride of Hills” initiative. The programme aims to strengthen infrastructure, connectivity, and socio-economic development in Himalayan and hill States, particularly in strategically important border regions.
- India’s Himalayan and hill States face unique developmental challenges due to difficult terrain, sparse population, fragile ecology, and poor physical connectivity.
- Border States such as Arunachal Pradesh are strategically important because they share international boundaries with China, Bhutan, and Myanmar.
- Infrastructure gaps in roads, tunnels, bridges, digital connectivity, power supply, and healthcare affect economic growth as well as national security preparedness.
- The “Pride of Hills” initiative is a Central Government programme aimed at improving infrastructure and connectivity in Himalayan and hill regions through targeted financial assistance.
- The initiative focuses on all-weather road connectivity, border infrastructure, tourism promotion, rural development, telecommunications, and access to public services.
- The current “Pride of Hills” initiative is a subset or special component of the larger “Special Assistance to States for Capital Investment” (SASCI) scheme. The scheme is operated by the Ministry of Finance.
- Improved connectivity supports faster movement of defence forces, disaster management operations, trade, and local economic activities.
- Arunachal Pradesh is a key frontier State in India’s Act East Policy and Indo-Pacific strategy because it connects India with Southeast Asia through the North-East region.
