PM-SHRI Scheme and the Federal Debate on School Reform

Context:

The Government of West Bengal has signed an agreement with the Union Government to implement the PM-SHRI scheme in the state. With this development, Tamil Nadu and Kerala remain the only states yet to implement the scheme due to concerns related to the National Education Policy (NEP) 2020 and funding conditions.

  • PM-SHRI stands for PM Schools for Rising India; a centrally sponsored scheme launched in 2022.
  • The scheme aims to develop existing schools into model schools aligned with the vision of the National Education Policy (NEP) 2020.
  • It focuses on improving infrastructure, digital learning, smart classrooms, green schools, skill education, and experiential learning.
  • Schools selected under the scheme are expected to act as mentor institutions for neighbouring schools.
  • Funding is shared between the Centre and States according to the prescribed sharing pattern under centrally sponsored schemes.
  • The scheme promotes multilingual education, competency-based learning, foundational literacy and numeracy (FLN), and holistic development.
  • PM-SHRI schools are to be developed from among schools managed by Central Government, State Governments, local bodies, and Kendriya Vidyalayas/Navodaya Vidyalayas.
  • The issue also reflects debates on cooperative federalism, education as a Concurrent List subject, and Centre–State relations in policy implementation.
