The talks focus on climate finance, adaptation goals and the global transition away from fossil fuels. India, aligning with G77, LMDC and BASIC blocs, has taken a firm position on finance equity and developing country rights.

- India urged that the Paris Agreement’s obligation on developed nations to provide climate finance to developing countries be given dedicated agenda space, highlighting the shrinking pool of available climate finance as a critical concern.
- India pressed for dialogue on unilateral trade measures such as the EU’s Carbon Border Adjustment Mechanism (CBAM), arguing that such carbon border levies adversely affect developing countries’ climate action and must be addressed under Article 3.5 of the Convention.
- India cautioned that the Mitigation Work Programme must retain its facilitative and non-prescriptive character, ensuring no obligations beyond agreed mandates are imposed on developing nations.
- India emphasised that the adaptation goal must remain balanced and Party-driven, reflecting the historically underfunded and overlooked nature of adaptation finance compared to mitigation funding.
- SB64 comprises two subsidiary bodies the Subsidiary Body for Implementation (SBI) and the Subsidiary Body for Scientific and Technological Advice (SBSTA)tasked with converting negotiation outcomes into draft text for COP31.
- This year’s Bonn agenda is dominated by an implementation phase, with key items including the Global Goal on Adaptation, Just Transition Work Programme, Global Stocktake, and the future of the Sharm el-Sheikh Mitigation Work Programme, due to conclude in 2026.
