Context:
The Andaman and Nicobar Islands administration has initiated the Resettlement and Rehabilitation (R&R) census on Great Nicobar Island to facilitate the Centre’s Rs 92,000 crore mega-infrastructure project. The project envisions a container port, international airport and tourist township, with a master plan timeline extending to 2050. Document verification for affected families began on June 10 at Campbell Bay.
Explanation:
- The R&R census is a mandatory pre-displacement process that identifies affected families, verifies land and livelihood records, and determines compensation entitlements under the Land Acquisition and Rehabilitation Act, 2013.
- The census currently covers families affected by the trunk infrastructure component, which includes construction of the trunk road and related foundational infrastructure as the first physical phase of the larger project.
- Affected families must present 24 different types of documents for identity, residence, land ownership and livelihood verification.
- The project raises serious concerns regarding displacement of the Shompen tribe (a Particularly Vulnerable Tribal Group) and ecological damage on one of India’s most biodiversity-rich islands, strategically located near the Malacca Strait.
