The rapid expansion of AI data centres has generated a new debate between technological growth and environmental sustainability. Discuss with suitable examples.                               (10 Marks)

Introduction:

AI data centres power artificial intelligence, cloud services and digital economies. Global electricity consumption by data centres is projected to double by 2030, making their expansion a critical conflict between technological progress and ecological sustainability.

Significance of AI Data Centres:

  • Support AI models, e-governance, fintech, DPI and national data security.
  • Strengthen data sovereignty by reducing dependence on foreign servers.
  • Growing clusters in Mumbai, Chennai, Hyderabad, Noida and GIFT City reflect India’s expanding ambition.

Technological Growth and Economic Importance:

  • Hyperscale centres are essential for large language models, cloud computing and DPI.
  • Global firms – Google, Microsoft, Amazon, Meta – are expanding AI infrastructure, attracting large-scale investment.
  • Domestic data centres strengthen data sovereignty and national security.

Environmental Sustainability Concerns:

  • Require uninterrupted power and enormous water volumes – straining deficit grids and water networks.
  • Forcible clearing of farmland, coastal zones and communities raises ecological and social justice concerns.
  • Hyperscale centres employ only a few dozen technicians – making job creation claims misleading.
  • EIA was waived for the Google-Adani project in Visakhapatnam – a 480-acre facility in a vulnerable coastal zone.
  • DCW estimates US opposition blocked $152 billion in projects in 2025; EU has shifted toward smaller, sustainable regional centres.

Way Forward:

  • Reinstate mandatory EIA; replace blanket concessions with conditional green incentive frameworks.
  • Adopt the EU model which is smaller, sustainable centres focused on heat recovery and green energy.

Conclusion:

AI data centres are essential for digital growth, but unchecked expansion deepens ecological stress. India needs a regulatory architecture conditioning digital investment on environmental compliance and community rights — balancing innovation with sustainability.
