Context:
India and Russia have operationalised the Reciprocal Exchange of Logistics Agreement (RELOS), allowing reciprocal use of military facilities for supplies, repairs, refuelling and joint exercises. The agreement does not permit permanent basing or stationing of troops on each other’s territory.

Explanation:
- Logistics Support Agreements are foundational defence agreements that allow partner countries to use each other’s military bases, ports and airfields for refuelling, repair, replenishment and maintenance.
- India already has similar logistics agreements with countries such as the USA, France, Australia, Japan, Singapore, South Korea and Vietnam.
- With the USA, India signed LEMOA in 2016, enabling reciprocal logistics access without creating military bases.
- RELOS strengthens India–Russia defence cooperation, especially for joint exercises, humanitarian assistance, disaster relief, port calls and military mobility.
- It improves operational reach for the Indian Navy and Air Force but remains limited to agreed activities and temporary access.
