Context:
India has notified a framework to prohibit imports of goods manufactured wholly or partly through forced labour. The measure comes amid a continuing U.S. investigation and ongoing negotiations for an India–U.S. interim trade agreement.

Explanation:
- Forced labour means work extracted under the threat of punishment and not undertaken voluntarily, as defined by the ILO Forced Labour Convention, 1930 (No. 29).
- India’s import policy now allows the government to periodically identify and prohibit goods suspected of being produced through forced labour.
- The Directorate General of Foreign Trade (DGFT) will investigate allegations according to procedures prescribed in the Handbook of Procedures, 2023.
- The restriction may cover goods manufactured entirely or partly through forced labour, including inputs used within global supply chains.
- The measure strengthens ethical trade, labour rights and supply-chain due diligence while preventing unfair cost advantages derived from worker exploitation.
