Context
India’s strategic investment in Iran’s Chabahar Port has come under renewed uncertainty following the expiry of the U.S. sanctions waiver and rising regional tensions.

Explanation
- Chabahar Port is located in Sistan-Baluchestan province of southeastern Iran on the Gulf of Oman, providing India direct access to Afghanistan and Central Asia, bypassing Pakistan.
- India operates the Shahid Beheshti Terminal through India Ports Global Limited (IPGL) and signed a 10-year agreement (2024) for its development.
- Chabahar is a key node of the International North-South Transport Corridor (INSTC) connecting India–Iran–Russia–Europe through multimodal transport.
- The port complements the Ashgabat Agreement, enhancing regional transit and trade connectivity.
- Gwadar Port (Pakistan), developed by China under the China-Pakistan Economic Corridor (CPEC), is often viewed as Chabahar’s strategic counterpart.
- Earlier U.S. sanctions waivers allowed India to continue limited operations at Chabahar for humanitarian assistance and Afghanistan’s economic development; uncertainty over waivers now affects future investments and connectivity.
