Context
The Supreme Court has directed the Centre, RBI, State Governments, and telecom authorities to frame Standard Operating Procedures (SOPs) to prevent “digital arrest” scams. It also ordered speedy grievance redressal, zero FIR registration, and timely restoration of victims’ financial losses.
Explanation
- Digital Arrest Scam is a cyber fraud where criminals impersonate police, CBI, ED, RBI or other government officials through calls/video calls and falsely claim that the victim is under investigation or “digitally arrested.”
- Fraudsters use fear, fake documents, spoofed numbers and video conferencing to extort money by forcing victims to transfer funds.
- The National Cyber Crime Reporting Portal (NCRP) (1930 Helpline) enables citizens to report cyber crimes and facilitates rapid financial fraud response.
- The Indian Cyber Crime Coordination Centre (I4C), under the Ministry of Home Affairs, coordinates cybercrime prevention, investigation, capacity building and public awareness.
- Zero FIR allows registration of an FIR at any police station irrespective of jurisdiction, ensuring immediate legal action.
- The Supreme Court directed preparation of Standard Operating Procedures (SOPs), coordinated action among agencies, victim compensation mechanisms and faster criminal investigation.
