Context
A Parliamentary Standing Committee report has revealed that only about 30% of urban households covered under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) have sewerage connections. The committee has recommended faster implementation, improved monitoring, and elimination of manual cleaning of sewers and septic tanks.
Explanation
- AMRUT was launched in 2015 by the Ministry of Housing and Urban Affairs (MoHUA) to improve urban infrastructure, focusing on water supply, sewerage, septage management, storm-water drainage, urban transport and green spaces.
- AMRUT 2.0, launched in 2021, aims to provide universal water supply through Functional Household Tap Connections (FHTCs) and ensure 100% coverage of sewerage and septage management in statutory towns.
- Sewerage refers to the network for collection and treatment of wastewater, while septage management deals with safe collection, transport and treatment of waste from septic tanks.
- The mission promotes Sustainable Development Goal (SDG) 6 (Clean Water and Sanitation) and supports Swachh Bharat Mission (Urban).
- The committee also stressed mechanised cleaning of sewers to eliminate manual scavenging.
