Context
The Karnataka Cabinet has granted Tulu the status of an additional official language for administrative purposes in Dakshina Kannada and Udupi districts. The State will provide about ₹82 lakh annually for translation, training and language-use requirements.
Explanation
- Tulu is a Dravidian language, primarily spoken in the coastal region of Karnataka, particularly Dakshina Kannada and Udupi, and also in parts of Kasaragod district of Kerala.
- Under Article 345 of the Constitution, a State Legislature may adopt one or more languages in use in the State, or Hindi, for the State’s official purposes.
- The Karnataka Official Language Act, 1963 recognises Kannada as the official language of Karnataka, while providing for the use of English for specified official purposes.
- Tulu’s new status is regional and administrative, applicable to Dakshina Kannada and Udupi, rather than recognition as an official language of the Union.
- Importantly, Tulu is not included in the Eighth Schedule of the Constitution, which currently contains 22 languages.
- Thus, State official-language recognition and Eighth Schedule recognition are distinct constitutional matters, an important distinction for Prelims.
