Q.   Drug trafficking in Punjab is increasingly intertwined with organised crime, cross-border smuggling and targeted killings. Examine the linkages between narcotics trafficking and organised criminal networks and their implications for India’s internal security. (10 Marks, 150 Words)

Introduction

Drug trafficking in Punjab connects illicit profits with organised violence and cross-border networks. This narcotic-crime-terror nexus transforms a policing challenge into a wider internal-security threat.

Linkages with organised criminal networks

  • Financial interdependence: Drug proceeds finance weapons, recruitment and criminal operations, while gangs provide protection and distribution networks.
  • Shared smuggling channels: Cross-border networks transport narcotics and arms, connecting overseas handlers with local operatives.
  • Targeted violence: Gangs use killings and intimidation to eliminate rivals, enforce payments and control markets.
  • Transnational coordination: Foreign-based criminals direct local networks, while hawala channels conceal and transfer illicit proceeds. NIA investigations have documented overlapping terrorist, gangster and drug-trafficking networks.

Implications for internal security

  • Terror financing: Criminal revenues and logistical networks can support extremist violence and destabilisation.
  • Weakened governance: Corruption, witness intimidation and fear undermine policing and public confidence.
  • Social vulnerability: Addiction damages families and livelihoods, while criminal networks exploit vulnerable youth.
  • Wider insecurity: Interstate operations and overseas leadership complicate investigation, prosecution and border management.

Conclusion

India needs coordinated intelligence, financial investigations and stronger border surveillance. Effective prosecution must accompany de-addiction, rehabilitation and community participation.
