Paper: GS – III, Subject: Internal security, Topic: Role of external state and non-state actors, Issue: Need to review India’s security strategy.
Context:
In light of Pakistan Field Marshal Asim Munir’s speech and recent Indian military operations like Operation Sindoor, there is a need for strategic review and stocktaking, akin to the Kargil Review Committee post-1999.
Key Highlights:
India’s security challenges:
- Communication Gaps: India was outpaced by Pakistan in strategic messaging, narrative-building. Lack of timely and structured communication allowed Pakistan to gain international support.
- Aircraft Losses: Indian Air Force (IAF) suffered avoidable aircraft losses, including advanced platforms like Su-30 MKI, MiG-21 and Mirage 2000.
- Cyber and Electronic Warfare: India’s cyber warfare preparedness remains weak with the Pakistani forces allegedly using cyber and electronic warfare to gain a tactical edge
- Concerns Raised by Munir’s Speech: Munir’s speech at Pakistan Naval Academy signals military dominance over civil authority and an attempt to portray India as an existential threat.
Need for strategic review:
In this context, India needs a systematic post-operation review to:
- Evaluate military performance.
- Draw lessons from kinetic engagements (e.g., Operation Sindoor, Balakot).
- Improve preparedness and deterrence.
- Use of sectarian rhetoric for public legitimacy.
- Need for better transition protocols and counter-infiltration intelligence.
- Need to bolster digital resilience and enhance EW capabilities.
- Clarifying chain of command and mission clarity before engagement.
- Focus on Training and simulation, Equipment gaps, Tactical adjustments and Communication strategy.
Need for Institutionalised Review:
There is a need to set up a review committee, similar to Kargil Review Committee (1999) and Post-Balakot evaluations.
Purpose of the committee:
- Identify doctrinal gaps.
- Specify clear objectives and military end-states.
- Streamline civil-military coordination.
Conclusion:
Rising threats from Pakistan and evolving modes of warfare (cyber, air, EW) necessitate urgent institutional stocktaking. Need to ensure India’s defence posture is future-ready, integrated, and responsive.
