Paper: GS – II, Subject: International Relations, Topic: India and Its Neighborhood, Issue: China’s Border Defence Villages.
Context:
India and China have an unresolved border dispute, so both are developing villages near the frontier to strengthen presence and claims. China builds strategic settlements to consolidate territorial control, while India’s Vibrant Villages Programme focuses on development to retain population and improve border security.
Key Takeaways:
| Line of Actual Control (LAC): LAC is the demarcation that separates Indian-controlled territory from Chinese controlled territory. India considers the LAC to be 3,488 km long, while the Chinese consider it to be only around 2,000 km. LAC is divided into three sectors: Eastern sector (spans Arunachal Pradesh & Sikkim): Boundary dispute over the MacMahon Line. Middle sector (Uttarakhand & Himachal Pradesh): It is the only one where India and China have exchanged maps on which they broadly agree. Western sector (in Ladakh): Boundary dispute pertains to the Johnson Line. |

China’s Border Villages and the Challenges They Pose:
China has been constructing Xiaokang (“well-off”) border villages along the Line of Actual Control (LAC), particularly opposite Arunachal Pradesh, as part of its broader border management strategy.

Challenges for India:
- Strengthening Territorial Claims Settlements in disputed areas help China demonstrate effective control, thereby reinforcing its claims along the LAC.
- Dual-Use Civil–Military Infrastructure: These villages may support surveillance, logistics, and troop mobilisation, increasing China’s operational advantage.
- Demographic and Psychological Pressure: Civilian settlement close to the border creates a permanent population presence, altering ground realities and signalling long-term intent.
- Improved Border Infrastructure: Associated development of roads, bridges, and communication networks enhances China’s ability to mobilise forces quickly.
- Legal and Policy Backing China’s 2022 Land Border Law institutionalises development and settlement in border areas, strengthening state control.
India’s Response: India has launched the Vibrant Villages Programme to develop border villages, improve connectivity, retain population, and strengthen border security.
In essence: China’s border villages represent a strategic attempt to consolidate territorial control, posing security and geopolitical challenges for India along the LAC.
