Paper: GS – II, Subject: International Relations, Topic: India and Its Neighborhood, Issue: Cyber Slavery Hubs in Myanmar & Cambodia.
Context:
Indian police recently arrested two individuals involved in an international “cyber-slavery” racket operating from Myanmar.
Key Takeaways:
The arrests relate to a major pattern in which thousands of Indians are trafficked to Southeast Asia, forced to run online scams inside heavily guarded “cyber compounds.”
Key Highlights:
- Over 300 Indians rescued recently from Myanmar’s Myawaddy region.
- Scam networks lure youth with fake “data entry / IT jobs” via Thailand.
- Victims trafficked to fortified cybercrime compounds operated by militias and crime syndicates.
- Forced labour includes crypto fraud, romance scams, investment scams, phishing, extortion.
- Political instability in Myanmar post-coup fuels expansion of these scam zones.
- India has rescued over 4,000 people so far from Myanmar, Cambodia & Laos.
- Victims face torture, confiscation of passports & prolonged captivity.
- Delhi, Gujarat, Haryana, TN, UP reported multiple cases of trafficking.
- Presence of Rebel Groups: Myanmar and Cambodia are home to various rebel groups that oppose the government.
- To sustain their operations, these groups have turned to illegal activities, including human trafficking and operating cyber-scam centers.

The Scam Web:
The cyber slavery operations typically follow a pattern:
- Seizure of Documents: Upon arrival in Thailand, agents of the syndicate seize the victims’ passports and identification documents at the airport.
- Transportation to Scam Centers: The victims are then transported to scam centers located in border towns of Myanmar, Cambodia, and Laos through illegal routes.
- Forced Labor: These centers operate like call centers, assigning work based on the victims’ skill sets.
Repatriation Statistics: Between January 2022 and May 2024, over 70,000 Indian job seekers traveled to these countries.
Indian Government’s Response to Cyber Slavery:

Cyber slavery represents a dangerous fusion of trafficking, digital fraud, and political instability. India must strengthen safe-migration systems, crack down on fraudulent recruiters, improve cyber intelligence, and deepen cooperation with Southeast Asian nations to prevent large-scale exploitation.
