RTI replies obtained from multiple State Forest Departments reveal that India has no proper records of the trade, breeding, or registration of the African grey parrot (Psittacus erithacus).
Description:
1. Species Status:
- Scientific name: Psittacus erithacus
- Common name: African grey parrot
- IUCN Status: Endangered
- CITES: Appendix I
- Native Range: Central Africa
- Threats: Overexploitation for the international pet trade & Habitat loss.
2. CITES Status:
- Listed under CITES Appendix I → highest level of protection.
- Appendix I species require:
- Individual CITES import permits
- No-objection certificate (NOC) from Chief Wildlife Warden
- Foreign Trade import licence
- Compliance with Breeders of Species Licence Rules, 2023
Key Point: Despite large-scale visibility in pet markets, states have no official records, implying a significant unregulated trade.
3. Breeding Licence Requirements (CITES Appendix I Species):
- To legally breed an African grey parrot in India, the applicant must have:
- Valid breeding licence (Breeders of Species Licence Rules, 2023)
- CITES import permit
- Foreign Trade import licence number
- No-objection certificate from Chief Wildlife Warden
- Inspection & audit approval of breeding facilities and pet shops
