Why in News?
The Ministry of Statistics and Programme Implementation will conduct the All-India Debt & Investment Survey (AIDIS) and the Situation Assessment Survey (SAS) of Agricultural Households from July 2026 to June 2027 to gather comprehensive data on household finances, rural income, assets, and indebtedness.
Description:
- Conducted by National Statistical Office (NSO), Ministry of Statistics & Programme Implementation (MoSPI).
- Part of the long-running National Sample Survey (NSS) system (since 1950).
- Vital for evidence-based policymaking on consumption, employment, assets, indebtedness, agriculture, etc.
- The next round is scheduled July 2026 – June 2027.
All India Debt & Investment Survey (AIDIS):
- Originated as All India Rural Credit Survey (1951-52) → expanded to debt & investment (1961-62).
- Conducted ~once every decade; latest = 77th NSS Round (2019), on RBI’s request.
- Captures:
- Household indebtedness (rural & urban).
- Asset ownership & investment behaviour.
- Uses:
- Inputs for National Accounts.
- Measure inequality in asset distribution.
- Aid policies of RBI, MoSPI, other financial regulators.
Situation Assessment Survey (SAS) of Agricultural Households:
- Began 2003; expanded (2013) → all agri households; improved in 2019.
- Objective: Assess economic conditions of farming communities.
- Coverage:
- Household income & expenditure.
- Indebtedness & credit access.
- Land & livestock ownership.
- Crop/livestock production, farming practices, tech adoption.
- Access to govt schemes & crop insurance.
- Beneficiaries of findings: Ministry of Agriculture, NITI Aayog, financial institutions, researchers.
Key Points for 2026-27 Round:
- Draft Concept Notes & Schedules placed on mospi.gov.in for feedback.
- Stakeholders (researchers, farmer groups, policymakers, public) invited to give suggestions till 30 Sept 2025.
- Feedback may propose: new questions, revisions on assets, debt, investment, financial inclusion.

- Rural credit & investment policy.
- Financial inclusion strategy.
- Agricultural support schemes & insurance reforms.
