Why in News?
Kerala plans to request the Centre for an amnesty scheme allowing people to declare wildlife trophies and animal articles in their possession. The last such opportunity expired in 2003, affecting even legal heirs with valid ownership but unregistered items.
Description:
- Legal Basis: Section 40 of the Wildlife (Protection) Act, 1972 mandates that persons in possession of animal articles or trophies from Schedule I species must declare them to the Chief Wildlife Warden.
- Previous Deadline: The last opportunity to declare such possessions expired on October 18, 2003. Kerala is now seeking a fresh amnesty scheme from the Centre.
- Eligibility: Only legal heirs of people with valid ownership licences issued by the Forest Department will be eligible under the proposed amnesty scheme.
- Penalties: Possession of Schedule I animal articles or trophies without declaration can lead to 3–7 years of imprisonment and a minimum fine of ₹25,000.
- Approval Authority: The power to approve such an amnesty scheme lies with the Union Ministry of Environment, Forest and Climate Change.
