NITI Aayog has proposed a $10-billion research fund and Vishwa Bandhu scholarships/fellowships to internationalise India’s higher education ecosystem, in line with National Education Policy 2020.

Description:

Core Proposals:

  1. $10-bn Research Corpus — “Bharat Vidya Kosh”:
    1. National research sovereign wealth fund.
    1. Funding mix: ~50% diaspora/philanthropy + ~50% government matching.
  2. Vishwa Bandhu Programmes:
    1. Scholarships for foreign students.
    1. Fellowships for foreign faculty and researchers.
  3. Erasmus-like Mobility Programme:
    1. Structured student/faculty exchange with global institutions.
  4. Regulatory Easing:
    1. Facilitate international campuses and joint programmes in India.
    1. Develop non-binding frameworks for internationalisation.
  5. Curriculum & Rankings:
    1. Globally relevant curricula; expand NIRF to include internationalisation metrics.
