Bill to Declare Amaravati as Sole Capital of Andhra Pradesh

Context: The Lok Sabha passed a Bill to officially recognize Amaravati as the sole capital of Andhra Pradesh, by amending Andhra Pradesh Reorganisation Act, 2014 & giving statutory backing to the decision and nullifying the earlier three-capital proposal. The Bill will now go to the Rajya Sabha and President for approval.

Background:

  • Andhra Pradesh was reorganized under the Andhra Pradesh Reorganisation Act, 2014 after bifurcation creating Telangana. Hyderabad was made a joint capital for 10 years.
  • However, Amaravati was proposed as the new capital by the Andhra Pradesh government soon after bifurcation.
  • Later, a three-capital model (Visakhapatnam–executive, Amaravati–legislative, Kurnool–judicial) was suggested.
  • Capital location is usually decided by the state legislature or Executive but may be backed by central legislation.
  • Article 3 of the Constitution: Empowers Parliament to form new states or alter boundaries/areas of existing states.
