India has operationalised a nationwide emergency alert system that sends instant warning messages directly to mobile phones. It was recently demonstrated through a countrywide test involving loud alarms and multilingual alerts.
- Cell Broadcast System: It enables simultaneous transmission of alerts to all mobile devices within a defined geographic area without requiring individual phone numbers.
- Difference from SMS Alerts: Unlike SMS, which may be delayed due to congestion and is sent individually, cell broadcast delivers instant messages to all devices connected to a cell tower.
- Global Adoption: Developed in the 1990s, this technology is widely used in regions such as Europe, the United States, Japan, and South Korea for emergency warnings.
- Institutional Framework in India: The system is implemented under the telecommunications administration with alignment to international telecom standards and protocols.
- Use Cases: It is used for disaster alerts such as cyclones, floods, earthquakes, and other public safety emergencies requiring immediate communication.
- Operational Mechanism: Powered by the SACHET platform (developed by C-DOT), Alerts are transmitted via cell towers to all connected devices in a specific area, ensuring location-based and targeted dissemination.
- Key Features and Advantages: The system overrides silent mode, uses distinctive alert tones, requires no app or subscription, and maintains user privacy by not using personal data.
- Relevance in Disaster Management: It enhances early warning systems, improves last-mile connectivity, and helps reduce casualties and damage during increasing climate-related disasters.
