Centre Approves Major Expansion of Medical Education (Phase 3)

Why in News?

The Union Cabinet approved Phase 3 of a Centrally Sponsored Scheme to add 5,000 PG and 5,023 UG medical seats by 2028-29, upgrading government medical colleges and hospitals, enhancing doctor availability, and introducing inclusive faculty regulations.

Description:

  • Union Cabinet approval: 24 September 2025, chaired by PM Narendra Modi.
  • Phase 3 of Centrally Sponsored Scheme (CSS).
  • Aim: Increase 5,000 PG + 5,023 UG (MBBS) seats in government medical institutions by 2028-29.
  • Cost ceiling: ₹1.5 crore per seat.

Financial Implications (2025-26 to 2028-29):

  • Total: ₹15,034.5 crore
    • Centre share: ₹10,303.2 crore
    • State share: ₹4,731.3 crore

Implementation & Targets:

  • Institutions Covered:
    • Existing State/Central medical colleges
    • Standalone PG institutes
    • Government hospitals
  • Guidelines to be issued by the Ministry of Health & Family Welfare (MoH&FW).
  • Aim: Leverage existing infrastructure for cost-effective expansion.

  1. Increase medical education opportunities for students in India.
  2. Enhance quality of medical education and training to meet global standards.
  3. Ensure adequate availability of doctors & specialists → improve healthcare access, especially rural/underserved areas.
  4. Boost India’s position as a destination for affordable healthcare → generate foreign exchange.
  5. Create employment opportunities for doctors, faculty, paramedical staff, researchers, administrators, support services.
  6. Promote equitable distribution of healthcare infrastructure across States/UTs.
  7. Strengthen resilience of health systems → socio-economic development.

Medical Education Growth in India:

  • Medical Colleges: 808 (highest globally)
  • MBBS Seats: 1,23,700
    • Last decade: +69,352 seats → 127% growth
  • PG Seats: +43,041 seats → 143% growth
  • AIIMS (22 new) under PMSSY contribute to tertiary care + building high-standard professionals.

Faculty Regulations 2025:

  • Medical Institution (Qualifications of Faculty) Regulations 2025 introduced.
  • Focus: Inclusive & competency-based faculty eligibility
  • Objective: Address shortage of teaching personnel + maintain academic & professional standards.
