Why in News?

A Parliamentary Standing Committee has directed the Ministry of Tribal Affairs not to sanction new EMRS schools until land availability is ensured, citing that over one-third of sanctioned schools remain non-functional due to lack of land. Out of 722 sanctioned EMRS, only 477 are functional, and many still operate from rented/government buildings.

Description:

About EMRS:

  • A flagship initiative under the Ministry of Tribal Affairs (MoTA).
  • Provides free, high-quality residential education to ST (Scheduled Tribe) children from Classes VI–XII.
  • Established initially in 1997–98; expanded significantly after Budget 2018–19.
  • Purpose: Reduce educational gap between tribal children and others through enhanced access to schooling in remote tribal areas.
  • Supports constitutional obligations under Article 46 (promotion of educational and economic interests of SCs/STs).
  • Non-ST students can be admitted in these schools on seats up to 10% of the total seats.

Key Features:

1.    Minimum Population Criterion: It is sanctioned in each block with ≥50% ST population and at least 20,000 ST persons.

2.   Residential & Fully Funded:

  • Entirely funded by the Government of India.
  • Facilities include classrooms, hostels, sports, skill development spaces, and staff quarters.

3.   Governance Structure:

  • Implemented through the National Education Society for Tribal Students (NESTS), an autonomous body under MoTA.
  • State governments provide land, while centre funds construction, staffing, and operations.

4.   Student Capacity:

  • 480 students per school (standard design), expandable up to 1000 depending on demand.
