In February 2026, the Union Government signed an agreement with the Government of Nagaland and the Eastern Nagaland Peoples’ Organisation (ENPO) to create the Frontier Nagaland Territorial Authority (FNTA) for focused development and administrative empowerment of eastern Nagaland.

Description:

Key Details:

1.    Origin:

  • Tripartite Agreement: Union Govt + Nagaland Govt + ENPO (Eastern Nagaland Peoples’ Organisation – apex body representing tribes of eastern Nagaland).
  • Nature: A unique territorial governance arrangement within the state of Nagaland.

2.   Legal & Constitutional Framework:

  • Article 371(A): Stays fully intact. Safeguards Naga customary law, social practices, and land/resource ownership.
  • Mechanism: Created via a Memorandum of Understanding (MoU), not a Constitutional Amendment.

3.   Coverage & Jurisdiction:

  • Region: 6 Eastern districts: Mon, Tuensang, Longleng, Kiphire, Noklak, Shamator.
  • Subjects: Devolution of 46 subjects (primarily developmental/welfare; excludes law & order/sovereign functions).

4.   Administrative Structure:

  • Executive: Mini-Secretariat for the region.
  • Leadership: Headed by an Additional Chief Secretary or Principal Secretary rank officer.
  • Function: Independent planning, implementation, and monitoring of regional schemes.

5.   Financial Provisions:

  • Autonomy: Separate development outlay and financial autonomy.
  • Allocation Criteria: Based on population and geographical area.
  • Goal: Direct resource utilization and economic empowerment.

Article 371A:

  • Origin: 13th Amendment Act (1962) following the 16-point agreement.
  • Parliament cannot legislate on the following without a Nagaland Legislative Assembly resolution:
    • Religious/social practices.
    • Customary law and procedure.
    • Administration of justice (civil/criminal) via customary law.
    • Ownership and transfer of land/resources.
