Concerns were raised in Parliament regarding nearly three lakh vacancies in ICDS, low honorarium, and work burden of frontline workers such as Anganwadi Workers, Helpers, and ASHAs, affecting nutrition, health, and early childhood services.
Description:
1. Core Identity & Governance:
- Nature: A Centrally Sponsored Scheme (CSS) launched on October 2, 1975.
- Nodal Ministry: Ministry of Women and Child Development (MWCD).
- Vision: Holistic development of the child and empowerment of the mother.
- The Anganwadi Unit: The primary link between the government and the community.
2. The Hexagon of Services (The 6 Pillars): The ICDS provides a package of six services. Crucially, the MWCD provides the first three, while the last three are delivered in convergence with the Ministry of Health & Family Welfare.

3. Saksham Anganwadi & POSHAN 2.0: Under the 15th Finance Commission cycle, ICDS was integrated into the Saksham Anganwadi and POSHAN 2.0 umbrella. Components: Includes ICDS, POSHAN Abhiyaan, Scheme for Adolescent Girls, and Vatshalyas.
