Context
Recently, the Indian Statistical Institute Bill, 2026 (ISI Bill 2026) was introduced in the Lok Sabha to repeal the Indian Statistical Institute Act, 1959. It proposes a new statutory governance structure, while faculty members have raised concerns over institutional autonomy and inadequate consultation.
Explanation
- Indian Statistical Institute (ISI) was founded by statistician P.C. Mahalanobis in Kolkata in 1931.
- The ISI Act, 1959 declared it an Institution of National Importance empowered to grant degrees and diplomas.
- The Bill converts ISI from a registered society into a not-for-profit body corporate.
- The President of India will be the Visitor, with review, inquiry and binding-direction powers.
- An 11-member Board of Governors will become the principal policymaking executive body.
- An Academic Council, Finance Committee and centre-level Management Councils are proposed.
- Critics fear increased government influence and reduced internal representation.
