13th India–UAE Joint Defence Cooperation Committee (JDCC) Meeting

India and UAE held their 13th Joint Defence Cooperation Committee meeting in New Delhi, agreeing to boost defence ties through joint training, maritime cooperation, and manufacturing, aiming to match growing trade, investment, and strategic engagement between the nations.

Description:

• The 13th Joint Defence Cooperation Committee (JDCC) meeting between India & UAE was held on July 30, 2025, in New Delhi at the Secretary level for the first time.

Key Participants:

• India: Defence Secretary Shri Rajesh Kumar Singh
• UAE: Lt General Ibrahim Nasser M. Al Alawi, Under Secretary of Defense
• A high-level UAE Defence Delegation was on a 2-day visit.

Major Outcomes & Agreements:

1. Upgrading Defence Ties:
   1. Committed to deepen bilateral defence partnership.
   1. Defence ties to reflect increasing cooperation in trade, investment, and people-to-people contact.
2. Military Training:
   1. Enhancement of military training cooperation.
   1. India offered customised training courses for UAE personnel.
3. Maritime Security:
   1. Agreement on maritime cooperation, information sharing on:
      1. Search and Rescue (SAR)
      1. Pollution response
      1. Anti-piracy operations
4. Industrial Cooperation:
   1. Defence industrial collaboration discussions held.
   1. Agreed to pursue joint manufacturing, like:
      1. ICOMM (India) and CARACAL (UAE) small arms production model.
   1. Potential areas:
      1. AI-based defence tech
      1. Shipbuilding, refits, maintenance of common platforms
5. MoU Signed:
   1. Indian Coast Guard & UAE National Guard
   1. For cooperation in search & rescue, maritime security, pollution control, anti-piracy

Staff-Level Engagements (July 28–29, 2025):

• 4th Army-to-Army Talks
• 9th Navy-to-Navy Talks
• 1st Air-to-Air Staff Talks
• Focus: Joint exercises, training, Subject Matter Expert (SME) exchanges

Upcoming Engagements:

• July 31, 2025: UAE delegation to meet Raksha Rajya Mantri Shri Sanjay Seth
• Participation in the 2nd India–UAE Defence Industry Partnership Forum
• India to participate in the Dubai Air Show – November 2025

Background:

• India–UAE defence ties are part of a Comprehensive Strategic Partnership (2015) initiated during PM Narendra Modi’s UAE visit.
• Regular military-to-military exchanges, joint exercises, and defence trade cooperation have since grown.
