Why in News?
Karnataka has constituted the Platform-Based Gig Workers Welfare Development Board under the 2025 Act to implement welfare measures for gig workers. The notification mandates registration of both gig workers and aggregator platforms.
Description:
Key Facts:
- Established under: Karnataka Platform-Based Gig Workers Welfare Act, 2025.
- Purpose: Welfare measures & social security for gig workers.
- Labour Minister = ex-officio President of the Board.
- Other ex-officio members: Labour Department, Department of IT, Commercial Taxes Department.
- CEO of the Board = Member Secretary.
Composition:
- Includes 4 representatives each from:
- Gig worker unions
- Aggregator platforms (e.g., Zomato, Uber, Amazon, Porter)
- Labour unions such as AITUC and platform worker unions also represented.
Registration Requirements:
- Both gig workers and aggregator platforms must register with the Board.
- Aggregators: 45 days to complete registration.
- Must submit details of workers engaged through their platforms.
Unique ID & Benefits:
- Each registered gig worker will get a unique identification number.
- Used by the Board to disburse social security benefits.
Welfare Fund:
- Sources of fund:
- Welfare fee collected from aggregators
- Contributions from gig workers
- State & Union Government grants
Welfare Fee:
- State levies 1% to 1.5% welfare fee on aggregators.
- Cap varies by sector and business model.
- Aim: steady welfare fund while avoiding heavy burden on platforms.

- First of its kind in Karnataka for platform-based gig workers.
- Ensures structured welfare, social security & accountability from aggregators.
