The Department of Consumer Affairs reviewed the implementation of Legal Metrology reforms in northern States and Union Territories. The review focused on replacing licence-based compliance with a registration-based framework, expanding Government Approved Test Centres, and strengthening consumer protection.

Explanation:

• Legal Metrology deals with laws related to weights, measures, weighing instruments, measuring instruments and packaged commodities.
• In India, it is regulated under the Legal Metrology Act, 2009, administered by the Department of Consumer Affairs.
• Its main objective is to ensure accuracy in trade, fair measurement, consumer protection and prevention of fraud.
• The reforms aim to shift from a licence-based system to a registration-based system for manufacturers, dealers and repairers of weights and measures.
• Jan Vishwas reforms promote decriminalisation, voluntary compliance and reduction of unnecessary litigation.
• The Improvement Notice mechanism allows first-time procedural violations to be corrected before penal action.
• Government Approved Test Centres (GATCs) support verification and stamping of measuring instruments through third-party/self-verification.
