The Standing Committee of the National Board for Wildlife (SC-NBWL) has cleared 12 major defence infrastructure projects in Ladakh and Arunachal Pradesh, aimed at boosting high-altitude operational preparedness near the LAC amid increasing PLA assertiveness post-Galwan clashes.

- Constituted by Central Govt under Section 5A of the Wildlife (Protection) Act, 1972
- Formed after WLPA 2022 Amendment
Replaced: Indian Board for Wildlife (1952)
Functions / Role:
- Apex advisory body for wildlife conservation in India
- Gives recommendations for projects inside Protected Areas & wildlife related decisions
- Without NBWL approval → following cannot be done in Protected Areas or Tiger Reserves:
- Tourist lodges construction
- Alteration of boundaries of PAs
- Destruction / Diversion of wildlife habitat
- De-notification of Tiger Reserves
Composition:
- Chairperson: Prime Minister of India
- Vice Chairperson: Minister of Environment, Forest & Climate Change
- Total Members: 47
- Includes:
- COSC (Chief of Army Staff)
- Defence Secretary
- Expenditure Secretary
- Eminent conservationists (10 nominated)
- Member Secretary → ADG (WL) & Director, Wildlife Preservation
Standing Committee of NBWL:
- Separate independent group under NBWL
- Max 10 members from NBWL
- Chaired by MoEFCC Minister
- Works as project clearance body (NBWL is policy advisory body)
