Context: The Ministry of Education has granted deemed-to-be university status to The National Council of Educational Research and Training (NCERT), enabling it to offer degree programmes and initiate doctoral research while expanding its role beyond curriculum development.
BACKGROUND:
- Deemed-to-be University status is granted under Section 3 of the UGC Act, 1956 to institutions of high academic standards.
- Such institutions enjoy autonomy in designing courses, admissions, and research programmes.
- NCERT (established 1961) is an autonomous body under the Ministry of Education, Government of India. Its headquarters is at New Delhi.
- The objective of NCERT is to design and support a common system of education for the country that is national in character.
- Its main functions include developing national curricula, publishing textbooks, conducting educational research, training teachers, and advising central/state governments.
- Deemed University status transforms NCERT from an advisory body into a full-fledged research university. This autonomy allows NCERT to launch new courses and programmes that are relevant to the changing needs and demands of the education sector without having to seek approval from any other authority.
- Deemed universities must adhere to UGC regulations and maintain academic quality through accreditation.
