National Commission for Safai Karamcharis: New Appointments and Mandate (Source: PIB)

Context

Recently, the Department of Social Justice and Empowerment appointed the Chairperson, Vice-Chairperson and three Members of the National Commission for Safai Karamcharis (NCSK). Their tenure will continue until 31 March 2028, the remaining tenure of the present Commission.

Explanation

• NCSK was originally established under the National Commission for Safai Karamcharis Act, 1993 for safeguarding the interests and welfare of Safai Karamcharis.
• The 1993 Act ceased to have effect in 2004; since then, NCSK has continued as a non-statutory body through government resolutions, with its tenure periodically extended.
• It functions under the Ministry of Social Justice and Empowerment.
• NCSK studies and recommends measures for improving the social and economic conditions of Safai Karamcharis and investigates grievances concerning welfare schemes.
• Under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, NCSK monitors implementation and advises governments regarding effective enforcement.
• The 2013 Act prohibits manual scavenging and provides for identification and rehabilitation of manual scavengers.
• Article 17 of the Constitution abolishes untouchability, providing an important constitutional linkage to dignity and elimination of caste-based discriminatory practices.
