Description:
- Statutory body under the Ministry of Environment, Forest and Climate Change (MoEFCC)
Established:
- In 2006, under Section 38L of the Wildlife (Protection) Act, 1972 (amended in 2006)
Objectives:
- Legal Backing to Project Tiger:
- To provide statutory authority to Project Tiger for legally enforceable directives.
- Center-State Accountability:
- Ensures shared responsibility in managing Tiger Reserves by enabling MoUs between the Centre and States.
- Parliamentary Oversight:
- Brings tiger conservation under regular review by Parliament, improving transparency and governance.
- Local Livelihood Integration:
- Addresses the livelihood concerns of people living in and around Tiger Reserves.
NTCA Composition:
- Chairperson: Minister-in-charge of MoEFCC
- Vice-Chairperson: Minister of State for MoEFCC
- Members:
- Three Members of Parliament (2 Lok Sabha, 1 Rajya Sabha)
- Secretary, MoEFCC
- Officers from Ministries of Tribal Affairs, Social Justice, Tourism, etc.
- Five experts/conservationists (non-official members)
- Director General of Forests, Inspector General of Forests (Wildlife)
Key Functions:
- Lays down guidelines for Tiger conservation.
- Approves tiger reserve management plans.
- Conducts tiger status assessments and habitat evaluations.
- Ensures protection measures and anti-poaching operations.
- Monitors funding and activities under Project Tiger.
