
Context:
The government has amended Plastic Waste Management Rules, allowing companies to carry forward unmet recycling targets for up to three years and meet obligations through tradable credits, easing compliance under the Extended Producer Responsibility (EPR) framework. BACKGROUND / CORE CONCEPTS:
- The Plastic Waste Management Rules, 2016, were notified by the Ministry of Environment, Forest and Climate Change under the Environment (Protection) Act, 1986 regulate plastic use, recycling, and disposal in India.
- Extended Producer Responsibility (EPR) concept: Producers are responsible for collection and recycling of plastic they introduce.
- 2022 amendments to the Rules introduced mandatory recycling targets and reporting.
- Categories of plastic: Category I: rigid (easy to recycle), Category II: flexible, and Category III: multi-layered (hardest to recycle).
- India aims for 100% plastic waste processing, though implementation gaps persist.
- Tradable Credits: Market-based mechanism allowing companies to buy credits from others who exceed recycling targets to meet compliance obligations.
