- The Model Guidelines provide a reference framework for States and Union Territories to regulate and develop retirement homes for senior citizens.
- Land and Colonization fall under Entry 18, List II (State List) of the Seventh Schedule, making regulation primarily a State responsibility.
- The guidelines prescribe elder-friendly infrastructure, including wheelchair-accessible ramps, lifts, handrails, power backup, ambulance services and panic alarm systems.
- Retirement home projects are covered under the Real Estate (Regulation and Development) Act, 2016 (RERA), ensuring transparency, accountability and consumer protection.
- The initiative complements the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, promoting dignity, independent living and quality care for India’s ageing population.
