The Department of Telecommunications (DoT) has issued a directive mandating SIM-binding compliance for messaging platforms like WhatsApp.
Description:
Key Terms:
- SIM-Binding: A security protocol requiring that the registered mobile number (SIM) used for authentication be physically present/provisioned in the device accessing the service.
- Telecommunication Identifier User Entity (TIUE): Any online service (e.g., WhatsApp, Telegram) that uses a telecom identifier (phone number) as a primary user identity.
Key Features of the Directive:
- Physical Verification: Platforms must verify the SIM is inserted in the handset. Access is restricted if the SIM is removed or not detected.
- Web-Instance Restrictions: Browser-based versions (e.g., WhatsApp Web) must implement periodic logouts (every 6 hours). Re-authentication requires the primary device (with the SIM) to be active.
- Applicability: Mandatory for all services classified as TIUE.
Objective of SIM-Binding:
- Anti-Fraud: Prevents SIM swap frauds where attackers use cloned or stolen identities to access accounts remotely.
- Identity Integrity: Reduces impersonation by linking the digital “app identity” to the physical “telecom identity.”
- Cybersecurity: Strengthens the national authentication architecture by ensuring a “Possession-based” factor (the physical SIM).
