- Composition: ADCs have 30 members (26 elected + 4 nominated by Governor).
- Tenure: Elected members serve 5 years; nominated members serve at Governor’s pleasure.
- Powers: Legislative, Judicial, Financial powers over land, forests, customs, local governance.
- Governor’s Role: Can reorganize districts, assent laws, dissolve councils.
